  • the 23 held candidates remain unpublished
  • Grok 4.5 could not join the design CLI pass because its authenticated CLI returned HTTP 402 Grok Build usage balance exhausted; no fake Grok design review is claimed (separate Grok research/audit subagents did run and are documented)
